I was given this a little while ago and thought I should share with you.
Page 5, 2.1 says 'every state funded school must offer a curriculum which is balanced and broadly based and which * promotes the spiritual, moral and cultural, mental and physical development of pupils at the school and of society and * prepares pupils at the school for the opportunities, responsibilities and experiences of later life.
2.3 says ' all schools should make provision for personal, social, health AMD economic education (pshe), drawing on good practice.
Page 7 shows a table of subjects to be taught from ks1-4. Citizenship is NOT marked in ks1 or 2.

There will also he guidance on pshe coming out in the near future from the dfe I think.
